Former County Counsel Joins Firm

Terry C. Andrus, the Orange County counsel who agreed to step down in March after 21 years in county government, has joined the law firm of Rourke, Woodruff & Spradlin. He will begin work July 18.

Andrus was criticized by county supervisors for not informing them of an April, 1994, meeting he attended with Securities and Exchange Commission authorities, who were examining the county’s finances eight months before it filed for bankruptcy. Andrus said he did not want to spread undue panic about the county’s financial situation.

After a discussion with William J. Popejoy, the county’s chief executive officer, Andrus decided to resign, but wound up staying on contract with the county until last month because no replacement could be found.

The Rourke, Woodruff & Spradlin law firm announced that Andrus would specialize in personnel and labor relations issues.
