CYPRESS : Council Recall Election Scheduled for Nov. 7

The city has set Nov. 7 as the date for a recall election targeting at least two City Council members but has decided not to include two of 10 advisory measures proposed for the ballot.

Mayor Cecilia L. Age and Councilwoman Gail H. Kerry both face a recall. A third petition aimed at recalling Councilman Walter K. Bowman is still circulating and is expected to be turned in later this month.

The council had considered adding two advisory measures, one of which would have amended the city charter to have the mayor elected directly by the voters, but decided against doing so.

“I think it is inappropriate,” Kerry said of the measure providing for direct election of the mayor, “because it would make the office too political.”

The council also chose not to include a measure to consolidate junior high schools and high schools with the Cypress School District, which administers the city’s elementary schools. Those schools are now part of the Anaheim Union School District.

Cypress School District Supt. William D. Eller said that consolidation would be impossible given the district’s current financial condition, council members said.

Voters will still be asked to consider eight advisory measures, including funding for flood control improvements; establishment of a new public park, a cultural center and an adult day-care center; and upgrades for several parks and sports facilities.

The council added an advisory measure, proposed by Kerry, to use part of the revenue generated for the city by Shaw Carpet Distribution Center to fund upgrading of parks and recreational facilities.
