Administration to Protest European Tariffs on Grains: The United States will formally complain to the World Trade Organization about excessive European import taxes on U.S. rice, wheat and feed grains, Agriculture Secretary Dan Glickman said. Glickman, speaking to the American Farm Bureau Federation, said the Agriculture Department is first asking for direct consultations with Europe on the disputed tariffs, which took effect July 1. Should those consultations fail, the next step would be to seek dispute resolution under the WTO, the global body that handles trade disputes. The petition to the WTO is the first by the United States.
