Swat Legislators?

* Hooray! State Atty. Gen. Dan Lungren concluded that corporal punishment is constitutional (July 15). Assemblyman Mickey Conroy (R-Orange) is convinced paddling isn’t excessive punishment. One of the most important functions of our elected officials is to generate an annual budget. Yet, they have repeatedly failed to carry out their job in a timely manner.
The legislature recently permitted themselves to break the law by “borrowing” campaign funds for living expenses until the budget is passed and their checks start to flow again. Meanwhile checks due to citizens of California will again be held due to “lack of funds.”
Would Mr. Conroy agree that each member of the Assembly should submit to one stroke for each day a budget is not passed? It might address a more serious problem than graffiti.
