OCEAN SWIMMING--Authorized the use of an additional $100,000 to study the potential health risks of swimming in Santa Monica Bay near storm drain outlets. The study will determine whether urban runoff from lawns, businesses and streets during dry weather poses a health risk. The city has already given $100,000 to the $830,000 epidemiological study, but fund-raising efforts have stalled, so the council approved the use of additional money from the Stormwater Pollution Abatement Fund.

* RYAN WHITE ACT--Approved a motion introduced by Councilman Mike Feuer that encourages Congress to authorize the Ryan White CARE Reauthorization Act of 1995, which would provide funds to AIDS treatment, research and care programs. The reauthorization would provide about $25 million in AIDS programs for Los Angeles County.. According to the Centers for Disease Control and Prevention, AIDS is now the leading cause of death among women and men ages 25 to 44. As of June, 19,785 AIDS patients have died in Los Angeles County.

* RITA MORENO HONORED--Approved a resolution proclaiming this past Thursday as Rita Moreno Day, when she was honored with a star on the Hollywood Walk of Fame. Moreno is the only performer to win all four of the most prestigious show business awards: an Emmy, Grammy and Tony, as well as an Oscar for her role in “West Side Story.” She thanked the City Council Tuesday, saying, “It’s a long way from a small town in Puerto Rico to Los Angeles. You can take the girl out of Puerto Rico, but you, oh, you know what I’m going to say.” Councilman Richard Alarcon said, “I remember when I was 7, I hated musicals until one day, my mother dragged me to see ‘West Side Story.’ ”

* NIGHT OUT--Approved the closure of Hollywood Boulevard between Orange Drive and Orchard Avenue on Aug. 1 from 5 to 9 p.m. for National Night Out, a program to promote safe streets. Event organizers estimate 1,000 people will assemble near Mann’s Chinese Theater, then march to Vine Street. Among the marchers expected will be Mayor Richard Riordan and state Atty. Gen. Dan Lungren.
