Russian President to Meet Top Bankers: Boris N. Yeltsin is scheduled to meet the representatives of top Russian banks today following a crisis that paralyzed money markets last week and sent overnight lending rates skyrocketing. A Yeltsin spokesman said the date of the meeting, agreed on recently with the Assn. of Commercial Banks, had been brought forward because of recent events. The spokesman said he did not have a list of participants but that the chief executives of two major banks, Inkombank and Tekhnobank, would participate.
