THE NEXT CALIFORNIA: The Times publishes a special report--”The Next California--The State’s Economy in the Year 2000”--that looks at the problems and prospects for the Golden State as it approaches the new millennium. The section marks the first editorial collaboration between the Los Angeles Times and the Financial Times of London, which on the same day will publish a special report on the California economy.
