SAN CLEMENTE : City OKs Deal to Share Animal Shelter Service

The city will soon be sharing animal-shelter services with Dana Point.

City Council members have approved a joint-powers agreement with the neighboring city to create the South Orange County Animal Services Authority.

Under the pact, Dana Point, which ratified the plan in July, will contribute about $197,000 for operating costs the first year, with that city’s Animal Rescue Foundation, known as ARF, kicking in $70,000.

San Clemente is allocating $298,500, and another $200,000 is being donated by Friends of San Clemente Animals.

San Juan Capistrano might join the animal services authority later, officials there said.

Most San Clemente council members backed the joint-powers agreement, but Councilman Steve Apodaca voted against it, saying he is concerned that the city will lose control over the shelter.
