Northridge : Child-Care Provider Loses Expansion Bid

A Northridge child-care provider lost a bid to expand her business Tuesday when a city zoning panel rejected an appeal of her permit application.

Although a state license allows Hyun Yun to care for as many as 12 children at her home in the 9900 block of Balboa Boulevard, she was seeking a conditional-use permit that would have increased the maximum number to 36. Yun argued that no other bilingual child-care facilities exist in the neighborhood for Korean Americans.

“I thought today’s meeting was to discuss the matter,” said Michael Ko, an architect hired by Yun and her husband to assist in obtaining the permit. “Strangely, they didn’t want to discuss it.”

Writing for the Office of Zoning Administration, Albert Landini rejected Yun’s request initially on June 19, citing potential traffic problems and noise.

Landini wrote that Yun had tried unsuccessfully in 1993 to increase capacity to 60 children, noting that the same traffic, parking and noise problems still exist at the site.
