Helms Deal Clears the Way for Senate Approval of Envoys
The Senate approved 15 of President Clinton’s long-delayed ambassadorial appointments Friday after Democrats cut a deal with the Republican chairman of the Senate Foreign Relations Committee.
The agreement with Sen. Jesse Helms (R-N.C.) also clears the way to a Senate vote on a revamp of the State Department.
Helms has been sitting on all nominations since Democrats prevented his plans to dismantle the government’s foreign aid agency and two other foreign affairs operations from coming to a vote.
The State Department revamp bill, which is expected to be vetoed, would come to a vote sometime after Congress returns from a weeklong break.
