* Debra Silbar has been promoted to a vice president post at Wiley Designs, a Westlake Village advertising and marketing agency.

Now in her ninth year with the agency, Silbar was instrumental in creating a new division that focuses on strategic and database marketing, including Internet and interactive media projects.

* Julie Fields has joined Wiley Designs as an account executive.

She was formerly vice president of public relations and marketing at Downtown Tulsa Unlimited, which promotes growth in Tulsa, Okla.’s, central business district.

* Mary Kaiser, former executive vice president and chief operating officer of the former Bank of A. Levy, has been selected as president of the California Community Reinvestment Corp., a consortium of more than 50 banks.

She was most recently interim president of United Way of Ventura County.
