Citibank to Open Branch in St. Petersburg: Citibank’s Russian unit Citibank TO said the office in Russia’s second-largest city will open in January. Citibank Deputy Chairman William Rhodes said the office will offer a full range of banking services, excluding handling private accounts. It will concentrate mainly on local investment projects and programs of the European Bank for Reconstruction & Development. Citibank opened a representative office in Bucharest, Romania, on Friday that it said will be upgraded into a fully licensed bank in the first quarter of 1996.
