Dollar Rises After Clinton, Congress Agree on U.S. Spending Bill: In early trading today in Tokyo, the dollar rose as high as 102.82 yen, its highest point since Nov. 8, when it traded for 103.21 yen. The dollar stood at 102.05 yen in late New York trading Friday. It also rose to 1.4244 German marks, its strongest since Nov. 9, when it traded for 1.4258 marks. The dollar stood at 1.4060 German marks in late New York trading Friday. The six-day government shutdown had undermined confidence in the U.S. financial markets. The agreement means government offices will reopen today.
