Guidelines Sought on Animal Testing Labeling: The National Consumers League smells a rat. Despite widespread claims by hundreds of manufacturers that they do not use animals to test cosmetics and other health and beauty products, the consumer group says most products do contain ingredients that at one time were tested on animals, even if that testing is now finished. Armed with survey results that show buyers are confused over terms such as cruelty-free, not tested on animals and against animal testing, the league is petitioning the Food and Drug Administration and the Federal Trade Commission to issue voluntary guidelines on what manufacturers can claim about their research procedures. The FTC is reviewing the league’s request.
