Eldorado Picks Chief of Foreign Banking

* Anthony M. Mastrangelo has been appointed vice president and manager of international operations for Eldorado Bank’s new international banking department in Irvine. The department will handle import, export and standby letters of credit, foreign collections, bankers acceptance financing, export financing programs, international money transfers and foreign exchange.

* Theodore E. Lavoie has been named vice president and chief financial officer for Wahlco Environmental Systems Inc. in Santa Ana. He had been vice president, finance and treasurer. Before joining Wahlco in 1991, Lavoie was vice president, chief financial officer and treasurer for Mock Resources Inc.

* William M. Thompson has joined Beech Street Corp., an Irvine-based managed health-care company, as medical director. He had been a founding medical director of the company from 1980 to 1984. Most recently, Thompson was chief executive of AMDL Inc., an Irvine biotechnology company. He continues there as chairman.

* Deena Kanoff has been appointed marketing director for the Orange County division of Jon Wayne Construction. Before joining the San Diego-based company, she was project manager for homeowner associations involved in reconstruction.

* Bill Goodrich has been elected 1996 chairman of the Self-Insurance Institute of America. He is president and chief executive of the United Agribusiness League, based in Irvine.

* Jeffrey A. Wolf has been named vice president for medical affairs for MaterniCare Inc., a Laguna Hills specialty obstetrics and gynecological physician management company. He was formerly executive vice president for medical affairs at Friendly Hills Healthcare Network, and was with FHP Inc. before that.

* John W. Leggat has been appointed vice president of sales and marketing at Unit Instruments Inc., a Yorba Linda manufacturer of mass flow controllers for the semiconductor industry. He was previously president and chief executive of Imaging Technology. Prior to that, he held senior-level marketing positions at Dataproducts Corp., Centronics Data Computer Corp. and Control Data Corp. In addition, Herbert Welles has joined the company as a training administrator. He was formerly with Toshiba America Medical Systems in Tustin.
