Japan Sets Fresh Deregulation Targets: A key government advisory panel set fresh targets for loosening the red tape foreign and domestic businesses say stifle competition and urged reforms such as breaking up telecommunications giant Nippon Telegraph and Telephone Corp. But some Japanese business people said the plan lacked proposals on how to achieve the goals. The subcommittee of the Administrative Reform Council, an advisory body to Prime Minister Tomiichi Murayama, adopted proposals for deregulation in 12 areas, such as financial services, telecommunications and distribution. The proposals are expected to be incorporated with few changes early next year in a midterm government deregulation plan first unveiled last March.
