Arco, Phillips Petroleum Move Ahead on Seaway Pipeline Venture: Atlantic Richfield Co. and Phillips Petroleum Co. have begun converting a natural gas pipeline to transport as much as 800,000 barrels a day of crude oil to the mid-continent from the Gulf Coast. The conversion is at the heart of Seaway Pipeline Co., the Arco-Phillips joint venture that will be one of the largest transporters of crude oil to the mid-continent from the Texas and Louisiana coasts. Work on the pipeline is proceeding now that Phillips is no longer obligated to use the line to carry natural gas, Los Angeles-based Arco said. Conversion work is on schedule to be completed early next year.
