Paying Up in Moscow: Moscow has overtaken the notoriously costly Zurich and Geneva in Switzerland to rank as the world’s most expensive city outside Japan, an authoritative international survey reported Wednesday. Beijing, another once-relatively cheap capital of the old communist world, also surged up the list to eighth place. Tokyo and Osaka, the long-standing leaders, are still far and away the most costly. The survey is compiled in spring and fall by the Corporate Resources Group in Switzerland. It is widely used by governments and international companies in assessing how to pay staff members they send abroad.
