Jeopardizing plans for the first major supermarket shopping center in northwest Pasadena, Vons may pull out of the proposed deal because of a disagreement between the city and developer Danny Bakewell’s firm, city officials said.

A special City Council meeting is scheduled for 9 a.m. Friday on an unspecified change of plans for the project. Bakewell’s Pasadena Commercial Development Co. and the city no longer agree on some terms of a development proposal struck nearly two years ago. That deal required the supermarket chain to stay at the site for 20 years. Bakewell has said he is unable to get such a commitment in a lease.

The city has spent close to $8.8 million to buy land and relocate businesses from the site at Orange Grove Boulevard and Fair Oaks Avenue.

Councilman William E. Thomson Jr. said Vons has indicated to the city that it is concerned that the dispute is delaying the project’s progress. Vons officials said the company is still negotiating a lease but declined to say whether it is considering pulling out.
