City Appeals Order to Reopen Project
The Los Angeles city attorney’s office has appealed a court decision requiring the city to reconsider a redevelopment project that would virtually eliminate a massive low-income housing project in Venice, known as Lincoln Place.
The city on Thursday filed the appeal of a Los Angeles Superior Court judge’s order, said Ted Goldstein, city attorney’s spokesman.
The project’s developer, TransAction Co. Ltd., sued the city after its proposal was denied to convert Lincoln Place into mostly market-rate rental units. TransAction Co. contended that the city violated the state’s open meeting laws by allowing City Councilwoman Ruth Galanter to attend meetings of the city’s Planning and Land Use Management Committee when the group discussed the project’s merits. Galanter is not a member of the committee and opposes the plan.
