Plan Would Restrict Selling Goods Outside

Thousand Oaks merchants hoping to hawk their goods outside their stores may soon have to follow a new set of city guidelines.

The city’s Planning Commission on Monday will discuss proposed standards governing how and when business owners may display their merchandise outside. The guidelines, which need City Council approval to take effect, would allow such displays during business hours, but only under specific conditions:

* The items must be able to stand on their own, without the use of a table or rack.

* Displays cannot exceed 6 feet in height and must not block the walkway in front of a store.

* Merchandise cannot be displayed on public sidewalks or streets.

* Music or sound, either from live musicians or a recording, cannot be used as part of the display.

Car dealerships would be exempt.
