The arctic cold began loosening its grip, leaving behind busted water pipes, slick roads and downed power lines. At least 91 deaths have been blamed on the weather since the cold wave hit the East and Southeast last week. In Huntsville, Ala., police reported their worst day yet for fender-benders as temperatures stayed in the 30s. At the Chattanooga, Tenn., zoo, a peacock was rescued after its tail feathers froze to the ground.
