World IN BRIEF : JAPAN : U.S. to Urge Curbs on Whale Research

The United States will press Japan to curb its lethal whale research but will not slap sanctions on Tokyo for killing a growing number of whales in the North Pacific and Antarctic oceans, President Clinton said. “At this stage, I do not believe that the use of trade sanctions is the most constructive approach to resolving our differences,” he said in a letter to Congress, meeting a deadline for White House response to an official protest by the Commerce Department made in December.
