GI Killed by Mine Ignored Procedures

TUZLA AIR BASE, Bosnia-Herzegovina —
The first American soldier killed in Bosnia-Herzegovina apparently ignored procedures for dealing with mines and died while attempting to disarm one in a known minefield, a U.S. Army investigation released Saturday concludes.
The Army said it did not know why Sgt. 1st Class Donald A. Dugan, 38, of Ridgeway, Ohio, went into the minefield or why he attempted to disarm the mine.
