World IN BRIEF : JAPAN : Police Begin Probe of Tunnel Collapse

On the northern island of Hokkaido, police began investigating whether criminal negligence was a factor in the tunnel collapse that killed 20 people, and residents of the fishing village of Furubira, home to a dozen of the victims, erected an altar at the accident site. About 120 police were called in to investigate the Feb. 10 cave-in. Officials refused to comment on the investigation’s focus, but news reports said it concerned whether the cave-in could have been predicted.
