Kudos: Bob Hope will receive the 1996 Naval Heritage Award, established in 1995 “to honor non-veterans who have distinguished themselves through their contribution to America’s naval and maritime heritage,” during ceremonies tonight at the Richard Nixon Library in Yorba Linda. . . . Pop group Hootie & the Blowfish and rapper Chuck D will receive 1996 Patrick Lippert Awards, recognizing individuals who inspire young people to become politically aware and active, during MTV’s Grammy-eve Rock the Vote Benefit at the House of Blues on Tuesday. . . . Jazz saxophonist Buddy Arnold will be feted at the Friars Club in Beverly Hills tonight for his work in helping fellow musicians recover from substance abuse and dependency through the Musicians Assistance Program.
