The suspension came after the council received a letter from the North Atlantic Treaty Organization certifying that the Bosnian Serbs had withdrawn their forces from buffer zones established under the Dayton, Ohio, peace agreement. Yugoslavia’s decision, announced by the official news agency, Tanjug, was aimed at improving ties between the Bosnian Serbs and Serbian President Slobodan Milosevic, Yugoslavia’s most powerful politician.
