MasterCard/Cirrus to Allow ATM Surcharges: The announcement comes a few months after Visa International, a bank association that sets rules for automated teller machines, said banks could begin imposing extra fees on users April 1. The change means that users of ATM cards must pay for the service if they use machines outside their own banks’ systems. The fees will vary and be posted at ATM sites. Most ATM operators have said they would permit this. But the MasterCard International/Cirrus ATM network was the last big holdout.
