Acting Prime Minister Tansu Ciller, Turkey's first female leader, handed over power to fellow conservative and former rival Mesut Yilmaz. The new government, which must be ratified by a vote of confidence next week, will end five months of political paralysis and keep from power NATO-member Turkey's resurgent Islamists. Yilmaz and Ciller had signed an accord over the weekend to set up an alliance in which the premiership will be rotated between them.
