Pico Rivera city planners have received an ambitious proposal to turn 200 acres of aerospace property into a tourist attraction.

Officials from the Norwalk-based National Hispanic Education Foundation have proposed building a multimillion-dollar water park and research facility based on themes from pre-Columbian civilizations. The project would be located on property owned by Northrop-Grumman Corp., which is to be turned over to the city around 1999.

“It might be ambitious, but certainly it’s high time this happened,” project director Ron Granados said.

Backers submitted financial studies to Pico Rivera city staff Thursday for a municipal bond of at least $90 million for the first phase of the project. Assistant City Manager Ann Nagendank said it will take several months before city staff members can make a recommendation to the City Council.
