The Pentagon unveiled a plan to save up to $15 billion a year by shifting more weapons and equipment maintenance to private contractors. The proposal has already sparked opposition in cities and states that gain jobs from government-owned military depots. But with the backing of the uniformed military, a Pentagon official said the administration expects to win over Congress to a change that could shift thousands of jobs and billions in Pentagon spending to the private sector.
