Policy to Govern Sexual Bias, Harassment OKd by Council

After more than a month of contentious debate, including a dozen public meetings, the Los Angeles City Council on Friday approved a new policy to govern complaints against elected and appointed officials of sexual harassment and discrimination

The unanimous vote came after a heated argument and various attempts to weaken the proposal or to protect it from politics.

A committee of retired judges and legal experts--instead of the original proposal for a committee of lawmakers--will have the power to launch independent investigations, the council decided. Provisions to require that complaints be made within 30 days and under the penalty of perjury were defeated.
