Your scientifically correct article, “Ozone Layer Still Shrinking, Scientists Find” (April 25), should serve as a warning for those who understand its content, but how about those who do not?

Methyl bromide, the chemical most destructive to the ozone layer, was to be banned from use in California as of the end of March, but Gov. Pete Wilson extended its use until December 1997. And in January, a bill (AB 1983) was submitted to the state Assembly by eight of its members. If the bill passes, it will allow Californians the use of chlorofluorocarbons as they please. Why would Assembly members consider such a bill knowing that if it passes, federal legislation will preempt it?
