. . . A shortage of beds at the county’s overcrowded 334-bed Juvenile Hall in Orange forced some youths to sleep on the floor.
The county’s chief deputy probation officer told county supervisors they must find more space and expand a home-release program. Twenty to 57 minors were without beds each night.
