From Times Staff and Wire Reports

Gov. Tommy Thompson signed a tough abortion bill, requiring women to consult with a doctor in person at least 24 hours before getting an abortion, except in certain cases of rape and incest. Planned Parenthood of Wisconsin said it would seek to keep the law from taking effect. Thompson said the law was based on similar laws in other states. About a dozen states have waiting periods, including Pennsylvania, whose law was upheld by the U.S. Supreme Court.
