A series of Food and Drug Administration reform measures pending before Congress, aimed at speeding the approval of new drugs and devices, could instead cause useless and even dangerous products to reach Americans, FDA Commissioner David A. Kessler warned. In his strongest language yet in attacking the bills, Kessler told members of the House Commerce subcommittee on health and the environment that proposed changes could cripple the agency’s ability to protect the public.
