Secretary of State Warren Christopher declined to take sides over who was to blame for weekend fighting between Israel and Hezbollah guerrillas in Lebanon, saying the facts were still “cloudy.” A woman was wounded when Israeli tank-fire hit a village, Lebanese security sources said. Earlier, at least one guerrilla was killed and an Israeli soldier wounded in Israel’s “security zone” in southern Lebanon. Syria and Lebanon accused Israel of violating a cease-fire that bans the targeting of civilian areas. But Israel said it was Hezbollah that broke the truce by operating from a built-up area.
