Prosecutors Ask Judge to Reconsider Keating Reversal: State attorneys urged a federal judge to reverse his decision overturning the conviction of Lincoln Savings boss Charles Keating Jr. on 17 swindling charges. California Deputy Atty. Gen. Sanjay Kumar said the federal courts had no jurisdiction over the case because Keating’s attorneys had not exhausted their appeal options in state court. U.S. District Judge John G. Davies said he would consider the argument and issue a ruling later. He set no date for his decision. Keating’s lawyers took their appeal to federal court after state appeals courts upheld Keating’s 1991 conviction on charges he swindled investors out of millions of dollars. Even if Davies’ ruling stands, Keating will remain in prison on a separate federal conviction.
