Judge Delays Sentencing of Key Figure in Workers’ Comp Scam

A federal judge on Monday committed a key figure in a $22-million workers’ compensation insurance scam to federal prison for a 90-day physical and mental examination.

U.S. District Judge Terry J. Hatter Jr. also rescheduled the sentencing of convicted swindler Robert J. Anderson of Huntington Beach for Oct. 7. Anderson, 52, was found guilty in January of conspiracy and mail fraud. He faces a maximum penalty of 25 years in prison and a $1.25-million fine.

Four others, including a former Carson mayor and a former Downey police reserve officer, have pleaded guilty and have been sentenced to terms ranging from probation to nearly four years in prison.

The five defendants ran labor-leasing companies that lied on workers’ compensation applications about their high-risk jobs, resulting in an underpayment of about $20 million to the State Compensation Insurance Fund. In addition, one of them pocketed $2.7 million in premiums the companies paid over a 3 1/2-year period.
