* Francis T. Phalen has resigned as chief financial officer of Iwerks Entertainment Inc. in Burbank “to pursue personal business interests.”

Phalen also resigned as a director of the board of Iwerks, a designer of special-format movie theaters and virtual reality attractions.

* Guy Heyl, formerly vice president of finance, has been named acting chief financial officer.

* Roberto Barragan has been promoted to vice president of the lending division of the Valley Economic Development Center Inc. in Van Nuys. The VEDC is a nonprofit business assistance group.

Barragan, who joined the VEDC in 1995, had been the group’s director of business lending, and he was responsible for $5 million in loans made to local businesses from funds provided by the U.S. Department of Commerce.

Before joining the VEDC, Barragan was executive director of the Community Financial Resource Center of South Los Angeles.

* Robert M. Anderson has resigned as chairman of Pac Rim Holding Corp., the Woodland Hills-based insurance company. Timothy R. Busch, a member of Pac Rim’s board of directors, was named interim chairman.

The company said it expects to name Anderson’s replacement at its stockholders meeting July 10.

Anderson resigned to devote more attention to his other business ventures.

* Julianne M. Fries was named to the new position of senior vice president and director of risk management at Great Western Financial Securities Corp. in Chatsworth.

Previously, Fries was a partner and co-founder of Bank Compliance Associates Inc., a consulting firm that assists bank-affiliated broker-dealers with regulatory and compliance issues.

* Registered nurse Pat O’Brien has joined MediTech Home Health of Ventura as clinical manager. She recently moved with her family to Camarillo from the San Bernardino area, where she was working in home health.

O’Brien, who has been a nurse for 18 years, graduated from Cerritos College and the University of State of New York Regents program.

* Registered nurse Kathy McKeever has joined MediTech Health Services as clinical manager. Until recently, McKeever was a nursing supervisor with Horizon Home Health.

She graduated from Ventura College and Southern California College.

* Norman F. Gruber, former executive director of Pleasant Valley Hospital in Camarillo, has been appointed chief operating officer of St. Elizabeth Health Center in Youngstown, Ohio.

Gruber most recently was chief operating officer of Queen of Angels-Hollywood Presbyterian Medical Center in Los Angeles.

* Roberts Express has named Kirk MacDonald regional sales manager for Ventura, San Bernardino, Riverside and northern Los Angeles counties. Roberts is a package transportation company.

MacDonald previously worked for DHL and Roadway Global Air.
