U.S. Not Revoking Decision to Oppose U.N. Chief

WASHINGTON —
The United States insisted Friday that its decision to oppose Boutros Boutros-Ghali’s reappointment is irrevocable despite the United Nations secretary-general’s hope that Washington would change its mind.
“We would hope that Secretary General Boutros-Ghali would come to see that our decision is irrevocable and we must turn our attention to identifying another candidate. . . . Our minds will not be changed,” State Department spokesman Nicholas Burns said.
