Shalala Blames GOP Governors for Not Pushing Welfare Plan

Health and Human Services Secretary Donna Shalala blamed Republican governors Sunday for failing to press for a bipartisan welfare proposal acceptable to President Clinton.

Shalala said GOP governors, the majority of the National Governors’ Assn., let the group’s bipartisan proposal be swept away by Republican leaders in Congress.

“They had a chance for a bipartisan effort, and they walked away from it,” Shalala said.

Shalala spoke as the focus shifted to welfare and health care at the summer policy meeting of the Democratic Governors’ Assn.

Tony Blankley, spokesman for House Speaker Newt Gingrich (R-Ga.), said Democrats are trying to sabotage the plan because Clinton is not serious about welfare reform.

Gov. Robert Miller of Nevada, a Democrat, said he blames the Republican congressional leadership more than GOP governors for the changes in the bipartisan proposal.
