Borland, Sybase Forecast Losses: Silicon Valley was hit by more bad news as the software firms said they will post losses for the latest quarter and Borland’s chief executive resigned. Sybase Inc., a maker of database management and client server software, and Borland International Inc., a provider of software development tools, predicted losses for the quarter ended in June. Sybase also said it plans to cut 600 to 700 jobs, or about 10% of its 6,100-member work force. Borland announced the resignation of President and Chief Executive Gary Wetsel and said it expects to report an operating loss for the quarter of between 53 cents and 56 cents a share, contrasted with earnings of 10 cents a share last year.
