Assembly OKs State Budget

The state Assembly approved California’s $63-billion budget Monday night on a 61-17 vote. The plan would increase school spending and cut taxes for businesses and banks, but legislators refused to reinstate a tax cut for renters. Gov. Pete Wilson is expected to sign the budget, already approved by the Senate, as early as Wednesday. A3
