WASHINGTON, D.C. : Welfare Waiver for Wisconsin Delayed
A promised waiver allowing Wisconsin to revamp its welfare system will be on hold while a bill to overhaul the system nationwide moves through Congress, the White House said. President Clinton, who promised to issue the waiver weeks ago, had been expected to formalize the approval this week. But administration officials said a waiver would be unnecessary if the welfare bill passes Congress, a possibility that became more likely after Republicans last week separated the bill from a controversial Medicaid plan.
