MANAGUA, Nicaragua —
Nicaragua remained in a state of emergency after floods caused by Tropical Storm Cesar killed a child and forced more than 10,000 people into temporary relief camps, civil defense authorities said Sunday.
At least two people were missing after the storm.
The government issued a call for assistance from the international community to help the refugees, many of whom were stranded in the relief camps without food, medicine or drinking water.
