Children from outside Newport Beach and Costa Mesa may now apply to enroll at schools in the Newport-Mesa Unified School District.
Because they were were funded solely by local property tax revenue in the past, Newport-Mesa schools had not been open to children from outside Newport Beach and Costa Mesa.
But tax collections have declined to the point that the district had to accept state funds this year, which means that officials had to change the student transfer policy.
Children may be denied entrance to a particular school if the district deems that the campus is overcrowded or if the transfer would throw off racial and ethnic balance at the school.
