* Bob Rawitch has been named a vice president of public affairs for the consulting firm Winner / Wagner & Associates.
He will work in the firm’s Encino office. Winner / Wagner also has offices in New York and Houston.
Rawitch was formerly an editor with The Times.
* Bruce C. Hinckley has been appointed chief financial officer of Iwerks Entertainment, a Burbank supplier of special-format movie theaters and motion simulation and virtual reality attractions.
Hinckley was formerly chief accounting officer at Caesars World Inc.
* Randolph M. Blotky was named executive vice president of Warner Bros. Worldwide Consumer Products in Burbank.
Previously, Blotky was senior vice president of the division. He has also held senior management positions with MGM / UA Telecommunications, United Artists Television and CBS Productions.
* Steven Kleckner was named vice president of sales at Sound Source Interactive Inc., a Westlake Village publisher of educational software.
Previously, Kleckner was vice president of sales for Philips Media.
* Bill Wood has been named ambulatory care administrator for the Ventura County Health Care Agency. A Ventura resident, Wood has more than 13 years of experience managing medical and urgent-care clinics.
The Ventura County Ambulatory Care System arranges more than 250,000 outpatient visits annually, not including emergency-room visits, to clinics throughout Ventura County.
* Paul L. Asher has been named Southern California safety manager for StaffAmerica / Barrett Business Services, a human resource services company in Ventura and Santa Barbara counties. He will have an office at 365 Esplanade Drive in Oxnard.
His responsibilities include evaluating client facilities and work practices to improve safety, accident investigation and claims management.
* Dr. Bruce Woodling, a longtime family physician in Ventura, has been named executive director of the Barbara Sinatra Children’s Center at Eisenhower Medical Center in Rancho Mirage. He has been a member of the center’s professional advisory council since its inception.
Woodling is a recognized medical-legal examining physician in cases of sexual assault, molestation and physical child abuse.
* Ahlman & Associates advertising agency in Westlake has hired Kerby Lecka as vice president and account supervisor.
Prior to that, he was vice president of client services for Meade Ullman Advertising in Sherman Oaks.
* Peter Starr, president of Starr Financial Resources in Thousand Oaks, has been granted the designation of life underwriter training council fellow.
