African Leaders Assail Rebel Chief

Southern African leaders meeting in Luanda to help Angola’s peace process condemned rebel UNITA leader Jonas Savimbi for his failure to arrive, which dashed hopes of a quick breakthrough in the stalled Lusaka Protocol peace initiative. The African leaders attending the one-day summit appealed to Savimbi’s movement to fulfill its commitments in the protocol, signed by the Angolan government and UNITA in 1994 to end two decades of war.
