Zoning Retained on Land for Housing

The City Council has decided for the time being not to rezone land on which a developer wants to build 216 luxury homes.

Although developer Paul Bollinger received city approval for his plans in April, he still has not purchased the more than 600 acres in northern Moorpark needed for his project. Part of Bollinger’s agreement with the city gave the council the right to change the property’s zoning--reducing the number of homes that could be built on the site--if he failed to purchase the land within 120 days.

Although that deadline has passed, the council Wednesday decided against rezoning the land at this time.

But council members left open the possibility of rezoning the property if they conclude that the project is not moving forward.

City officials included the 120-day deadline in their agreement with Bollinger as insurance in case his project fell through.

Bollinger has now told city officials that the project’s financing should be ready by Oct. 15.
